A. General policies: to
1. Mobilize the force of all the people, fulfill their aspirations, recover the Chinese mainland, eliminate the tyrannical rule of the Maois Communists and build a modern country on the basis of San Min Chu I (the Three Principles of the People).
2. Promote the Chinese Cultural Renaissance Movement so as to assure a San Min Chu I culture based on ethics, democracy and science that will fortify the national foundation.
3. Adhere to the Constitution of the Republic of China and safeguard the freedom, rights and interests of the people; hold a nationwide election for the re-establishment of a unified government of all the people in accordance with Constitutional provisions after recovery of the mainland.
4. Carry out the economic policies of Min Sheng Chu I (the Principle of the People's Livelihood) in order to meet the six major requirements of the people-food, clothing, housing, communications, education, and recreation. Promote the industrialization of the country, effectuate the complete equalization of land ownership and equalize distribution of social wealth so as to assure equality and affluency in the national economic life.
5. Cultivate the enterprising spirit of young people, multiply their opportunities for development, strengthen their patriotic organizations, and select and promote the talented among them to serve as new blood in national recovery and reconstruction.
6. Oppose with determination any Maoist Communist measure of international appeasement, uphold the United Nations Charter and promote international justice.
Strengthen mutual assistance and cooperation with all friendly nations and seek the establishment of an Asian and Pacific regional security system. Make friends with additional countries and unite all forces in the common task of destroying the Maoist Communist regime and assuring world peace.
7. Expand the Anti-Mao and National Salvation United Front Movement and promote unity so as to weld the armed forces and civilian population together in supporting anti-Maoist and anti-Communist uprisings on the mainland and in seizing the first opportunity to launch a military counteroffensive.
B. Construction of the bastion: to
8. Expedite political, economic, social and educational reconstruction in accordance with San Min Chu I and develop science and technology so as to bring about all-round reform.
Make the construction of Taiwan a model for the construction of a new China after the recovery of the mainland.
9. Strengthen the foundation of democratic government, reinforce the rule of law and guarantee human rights, social stability and progress.
10. Promote the election of the wise and talented for public service and qualify candidates for public service through examinations and screening conducted by the Central Government.
Conduct by-elections and elections to fill vacant or additional offices in the representative organs at the Central Government level; improve local self-government elections and strengthen local self-government agencies, enlarge the financial resources of local governments and expand local construction.
Establish honest and capable government, emphasize the convenience of the people, strengthen administrative agencies, improve personnel administration and plan the implementation of a tenure system.
11. Formulate long-range economic plans to develop basic and sophisticated industries, improve agricultural techniques, increase the exploitation and utilization of natural resources, and expand international trade and economic and technical cooperation.
Develop the national economy, multiply employment opportunities, increase national income and raise the living standard of the people.
Encourage private ownership of industries, except for those vital to national defense or of a monopolistic nature, and induce the people to practice austerity and to save, invest and engage in business undertakings. The Central Government shall provide assistance to local governments and private entrepreneurs in establishing large-scale enterprises that require foreign capital.
12. Develop transportation and communications and public construction projects, expand systems of roads, harbors and airports, and continue he development of water conservancy and power generation to meet the needs of economic reconstruction and national defense.
13. Renovate the tax structure, implement a system of direct taxes and carry out the principle of taxation in keeping with ability to pay.
Perfect fiscal measures and make good use of credit policies to facilitate the development of agricultural, industrial and commercial enterprises; provide effective assistance to household sideline business and to medium and small enterprises.
14. Carry through to completion the land-to-the-tiller program and seek total enforcement of land ownership equalization so as to prevent real estate monopolization and speculation in accordance with the principle of public sharing of profits from increasing land values.
Formulate a comprehensive land development plan to complete within a definite time the consolidation of farmland and categorization of land by use so as to exercise strict control over land utilization and facilitate the growth of agriculture, industry and commerce.
15. Establish a modern code of conduct for citizens and cultivate good morals and manners to strengthen the social-psychological reconstruction of the nation. Enlarge such social security measures as insurance, relief and welfare; encourage cooperatives; increase housing construction and improve public health so as to provide the people with better access to education and recreation and promote eugenics and a healthy life.
16. Safeguard women's rights and interests and increase their employment opportunities.
Expand assistance and guidance to retired servicemen, and promote the welfare of veterans and the families of the war dead.
Accommodate anti-Communist defectors and refugees, give them special attention and care and help them obtain an education and make careers.
Protect the legitimate rights and interests of workers, encourage them to become shareholders sharing in dividends, formalize the system of production bonuses and reconcile the interests of labor and management so as to assure cooperation.
17. Realize the ideals of San Min Chu I education with revision of policies, systems and statutes to provide a complete reformation.
Strengthen the nine-year free educational program to promote the healthy development of children; promote cooperation between schools and industries to help young people obtain employment.
18. Accelerate the development of science and technology by increasing funds, improving research institutions and facilitating contacts and cooperation among academic institutions and scholars at home and abroad.
Cultivate talent in nuclear science and promote the peaceful uses of atomic energy.
19. Develop the cultural traditions of the nation, preserve cultural treasures and reissue selected classics; use the scientific method in advanced studies and enlarge cultural interflow in the spirit of modern times.
20. Encourage and reward creative activities in literature, fine arts, music, drama, etc., based on San Min Chu I, and promote physical education, sports and tourism.
21. Promote the unity of overseas Chinese and their friendship and cooperation with the governments and peoples of their countries of domicile in the cause of the anti-Mao and anti-Communist struggle.
Safeguard the rights and interests of overseas Chinese; provide assistance and guidance for their cultural, educational and economic enterprises; assist them to return and invest in the free fatherland; and encourage overseas Chinese students to study in free China.
22. Strengthen mobilization measures, stockpile strategic materials, put manpower, material and financial resources to effective use, and increase the combat strength of the armed forces.
C. Recovery of the mainland: to
23. Undertake intensive political, economic, ideological, cultural, civilian and military warfare to bring about the elimination of the Maoists and the liberation of the mainland people.
Extend equal legal rights, regardless of past politics, to political parties and groups, civic bodies and individuals who have participated in the Anti-Mao and National Salvation United Front, the Anti-Mao and National Salvation Allied Forces and the Anti-Mao and National Salvation Youth Movement.
Regard all those who have given a good account of themselves in the anti-Mao struggle and in patriotic actions on the mainland as revolutionary fighters of the Anti-Mao and National Salvation United Front and its organizations; provide them with immediate and substantial support when they contact the base area of national recovery, and recognize the armed forces and local governments they establish.
24. Safeguard the lives of all military, government and party personnel of the Maoist Communist regime, regardless of their past mistakes, except for the few incorrigible leaders.
Welcome the defection of cadres and soldiers who have been coerced into the Maoist forces and accept them into the ranks of the National Revolution, treat them the same as members of the Government armed forces and reward them according to their merits.
25. Eliminate class struggle and safeguard the equality of human rights; terminate all tyrannical measures of the Maoist Communists that are destructive of human nature, incompatible with humanitarian principles and injurious to human rights; and restore to the people their freedoms of person, residence, movement, speech, publication, assembly, association, faith and employment.
26. Give preferential reward, promotion and citation to patriotic persons who are engaged in anti-Mao and anti-Communist activities on the mainland, and provide generous pensions for the families of fallen heroes.
Provide rescue and assistance for young people and intellectuals who have suffered from Maoist Communist humiliation, imprisonment, banishment and persecution, and restore their reputation, position and personal dignity. Assist in the resettlement and rehabilitation of persons displaced as a result of Maoist Communist persecution and give appropriate relief to the helpless and needy.
27. Eliminate all vicious Maoist Communist measures that violate the ethics of human relationships, safeguard the family system and promote amicable kinship and neighborhood relations in a spirit of mutual help and cooperation so as to re-establish a free, peaceful and happy society.
28. Respect the religious beliefs and customs of all racial groups in accordance with the principle of Chinese racial equality, and establish political systems according to the aspirations of racial groups in frontier areas.
29. Protect the livelihood of dependents of overseas Chinese, promote the reconstruction of their home places and encourage them to return and participate in constructive enterprises; give generous rewards and business preference to those who have made significant contributions to mainland recovery.
30. Establish military government in newly recovered mainland areas, re-establish local governments and introduce the system of local self-government so as to lay a foundation for constitutional rule.
31. Abolish the Maoist Communist tyranny of the "people's communes" and solve the problem of land allocation in accordance with the land-to-the-tiller policy; give farmers ownership of their land, implements and animals so they may enjoy the fruits of their own labor, and provide them with government guidance and assistance in expanding production.
32. Do away with such tyrannical measures of Maoist Communist economic exploitation as confiscation, robbery and enslavement; restore the free market and protect the people's freedom of property and their agricultural, and commercial undertakings in accordance with Min Sheng Chu I; safeguard the employment of cadres and workers who protect public property and factories in war areas and help them in securing a share of ownership.
33. Abolish all Maoist Communist measures to exploit the workers; protect workers' rights and benefits and improve their livelihood; guarantee fair wages and reasonable hours; and assure workers of freedom of employment and rest.
34. Terminate all tyrannical Maoist Communist measures to destroy education, re-establish schools at all levels and assure equal educational opportunities for all the people; encourage research and invention; enforce the patent system; and promote the normal development of education, culture and study.
35. Convert nuclear installations on the mainland to the uses of peaceful construction, guarantee the freedom and safety of scientists and technicians who have helped in the manufacture of nuclear weapons under Maoist Communist duress, and welcome them to participate in the development of nuclear energy for peaceful purposes.
36. Extirpate the criminal Maoist Communist practice of internal slavery and external aggression, and establish a new China of San Min Chu I to assure national indepenenee, political equality and economic freedom, thereby providing for the liberty and prosperity of mankind and the maintenance of lasting peace in the world.
Declaration of the 10th National Congress of the Kuomintang
April 9, 1969
Seventy-five years have passed since Dr. Sun Yat-sen, the Tsungli, organized the Kuomintang to provide leadership for the National Revolution. Our 1911 uprising overthrew a despotic political system and led to the establishment of Asia's first republic. In the Northward Expedition, we wiped out the feudalistic warlords, overcame imperialist obstructions and united China as a nation. In the eight-year War of Resistance, we repulsed the aggression of the Japanese warlords. This led to the abolishment of the unequal treaties and to national independence, equality and freedom. Other oppressed peoples of Asia have been inspired to seek equality. Establishment or free and independent countries terminated the imperialist colonial era in Asia. Our undertakings have made great contributions to the independence of our country and people and have had an important influence in assuring the freedom of the world and of humankind.
The Kuomintang is uniting our compatriots at home and abroad in an anti-Communist struggle for the survival of our country and people and for the happiness of humanity. We are on the threshold of a decisive battle against the Maoist Communists and have chosen this moment to convene the Tenth National Congress ot the Kuomintang in Taiwan, the bastion of national recovery. We have reviewed the revolutionary situation and developments and accomplishments since the Ninth National Congress, revised the Party Constitution and Political Platform, and, based on the requirements of our current revolutionary tasks, have approved important plans dealing with Party reconstruction, political renovation, social reconstruction, equalization of land ownership, warfare behind the enemy's frontline, Mao suppression and National Salvation, and mainland recovery.
Aware of the difficulties and of its responsibility, the Congress has made this further analysis of the current revolutionary environment and of the reasons why despotic rule will fail and our counterattack will succeed. In doing so, we want to set forth the orientation of our common endeavors for the guidance of Party members, for the knowledge of our compatriots and for the information of the free world.
1. The doom facing the Maoist Communist regime
The Eighth National Congress of the Party pointed out in October, 1957, that our endeavors of counterattack and national recovery had entered upon the stage of action. A year later our National Revolutionary armed forces smashed the Communist attempt to seize Kinmen and Matsu. Our victory at that time assured the security of the Western Pacific and gave us the initiative in the war of counterattack and national recovery.
The Ninth National Congress noted the accomplishments and effectiveness of San Min Chu I in defeating Communism and predicted that the dictator Mao Tse-tung, having reached his wit's end, would summon the specter of Stalin in a last-ditch struggle this prediction has been fulfilled during the last five years as Mao lashed out in a "Boxer Rebellion" kind of violence.
In the aftermath of his disastrous defeat in the Taiwan Straits, the failure of the "three red banners", the ensuing internal dispute and his loss of all support, Mao was compelled to retreat to the "second line". He could not endure the isolation and manufactured the "great cultural revolution" to seize power.
The Maoist Communist regime announced the aims of the "cultural revolution" as suppression of a Khrushchev-style coup and a Hungarian-style revolution. The regime also feared the renaissance of the National Revolution under the banner of San Min Chu I, which perpetuates our 5,000-year-old culture and is respected by the Chinese people. Maoist Communists have openly admitted that the "cultural revolution" is a continuation of their struggle against the Kuomintang as well as a power-seizure struggle. The Maoist attempt to seize power was intended to destroy the spiritual tradition of Chinese culture - San Min Chu I - and restore Mao's totalitarian dictatorship and his suicidal line of the "three red banners".
We would like to make these points for our countrymen and especially for our compatriots on the mainland and the members of the Chinese Communist Party:
1. After their seizure of power, the Maoist Communists are sure to restore their old line of the '·three red banners". This inevitably will accelerate their own failure and down fall. In the present stage, the Maoists are already following an internal line that must lead to their demise. Externally, they have shifted from leaning to one side to the opposing of two sides - "anti-Soviet revisionism" and "anti-U.S. imperialism" - and have become the common enemy of all humankind.
2. To reach its goal of "anti-Soviet revisionism", the Mao regime contemplates the manipulation of border conflict behind a facade of "nationalism" in an effort to cheat the people and divert attention from the internal crisis-and downfall brought about by anti-Mao activities. Everyone knows that the Communist Party adheres to a dogma that recognizes no fatherland. Mao Tse-tung's sell-out of his own people, his treason against the country and his persecution of innocent people during the last 40 years are facts known to all our compatriots. His crimes are beyond description. The current Sino-Soviet border situation is entirely the result of Mao Tse-tung's actions when he leaned one-sidedly toward the U.S.S.R. as leader of the Communist bloc and faithfully followed Stalin.
Today we call on all our mainland compatriots to stand with us on one front. We are determined not to allow any country to invade Chinese territory, nor shall we tolerate the proclamation of being a nationalist by Mao Tse-tung, a faithful follower of Stalin and a traitor of the Chinese race.
The Maoists are a calamity center that seeks to destroy the Chinese race. The genocide committed against the people of Tibet, the forceful implementation of the people's commune movement and the cultural revolutionary struggle against minority races in various provinces and regions are evidences of Mao's anti-nationalism. On the mainland, the Maoists have fanatically plundered the people's property, have squeezed the people's labor and have compelled the people to contribute all of their hard-earned savings. From the regime the people get only an insufficient ration of food and a coupon for a small piece of cloth. The regime plans to use the savings and the blood and sweat of the mainland people in an effort to blackmail the free Asian countries, to initiate people's war in all the countries of the world and fanatically develop its nuclear weaponry. Mao even said he was prepared to sacrifice half of the mainland population to attain his goal.
3. To compatriots on the mainland we say: We feel the pain you are suffering as though it was our own or that of our parents and children. We are constantly thinking of you and seeking to expedite our counterattack so we can relieve the pain and deliver you from your tribulations. Your ubiquitous and numerous anti-Mao struggles and the development of your many anti-Communist and suppression resistance movements have already improved the climate for our counterattack operations and have given us confidence in final victory. Mainland compatriots: You cannot be isolated in your struggle. Comrades of our National Revolution stand beside each of you. They will respond to your call and support you. Your blood will not have been shed in vain and your pain will be indemnified.
All the anti-Maoists and awakened members of the Chinese Communist Party on the mainland are aware that Mao-Suppression and National Salvation are the joint responsibility of all revolutionary comrades and patriotic compatriots. Today we must be united for our joint operations. Tomorrow we must be united for the tasks of national reconstruction.
All the descendants of Yen Ti and Huang Ti (the progenitors of the Chinese race) have the conscience to love their country and strive for the salvation of their people. The awakened members of the Chinese Communist Party full recognize that the dictator Mao has committed countless crimes and is destined for failure. They have emerged from a nightmare of Communist revolution and are seeking the way to assure their own existence and that of their nation and race. The Tsungtsai (Director-General Chiang Kai-shek) said: "Those who raise red flags high in order to struggle against the red flag are really holding up the national flag of blue sky and white sun for Mao-Suppression and National Salvation." He also said: "Participation in our National Revolution is the duty of every citizen. Anti-Maoists and all who oppose Mao-young or old, regardless of party or creed, wherever they may be - are revolutionaries. All those who oppose Mao or who are opposed by him are revolutionaries and patriots. An anti-Mao comrade or an anti-Mao youth group on the mainland is our sentry and revolutionary fortress. All awakened Communist military forces and anti-Mao party organizations are our revolutionary detachments deployed all around Mao and taking a stranglehold on his throat." Opening up before us is the wide road of patriotic revolution. All those who courageously march along this road and cooperate closely with our National Revolutionary Army and fight with us are our comrades-in-arms and the comrades of our Revolutionary Army. This is the battle that will assure our common victory in our crusade of Mao-Suppression and National Salvation.
II. Declarations to the Free World
World security, peace and freedom 'are indivisible. Any region's failure to protect its security, peace and freedom will affect the destiny of mankind. Based on this awareness, we wish to make these declarations to the free world:
1. Facts of the last two decades prove that Communist occupation of the Chinese mainland, which is the greatest calamity ever to befall the Chinese nation, has caused a tragic series of endless wars in Asia and chaos throughout the world. Out of this tragedy have come the Korean and Vietnam wars. Riots in Asia, Africa, Europe and the Americas have been directly or indirectly instigated and supported by the Chinese Communists or result from their infiltrations. Far-sighted people can readily see that if not suppressed and eliminated in time, Maoist subversion and upheaval will seriously threaten humankind and may even touch off a nuclear holocaust. We hold the key to elimination of the Chinese Communist danger. We are convinced that only through the Republic of China's mainland recovery and liberation of 700 million people from Communist oppression can Asia be secured and world peace restored. Some people overestimate Maoist strength and underestimate Maoist ambition. They advocate recognition of the evil actuality and harbor the illusion that Maoism will change itself. Still others seek to profit from trade with the Chinese mainland and close their eyes to the Maoist infiltration, subversion, rioting and people's war, that are consequences of such commerce. We wish to point out that there is only one Maoist ideological line-to start people's wars in various countries so as to attain the goal of world communization.
The Maoists are convening the Ninth National Congress of the Chinese Communist Party. However, every Chinese realizes that the congress amounts only to another method of struggle and not the "victorious end of the cultural revolution" as claimed by Mao. In actuality, anti-Mao and anti-Communist forces inside and outside the Party are gaining strength during the course of the congress. Rather than representing the end of the "great cultural revolu&tion", the congress is the beginning of a more violent and savage factional and power struggle.
2. History tells us that the security, peace and freedom of the world are built on a foundation of human moral courage. Without moral courage, the world will experience endless wars and enter a terrible dark age. Our war with the Maoists is not only for the salvation of the country and the people but also for the salvation of the world and humankind. Regardless of the fanaticism of our enemy or of changes in the international situation, we know that the very fact of Maoist malevolence is bringing nearer and nearer the time of our victory in the counterattack against the Chinese mainland and of our success in national reconstruction. We wish to reiterate these beliefs and foreign policies of the Kuomintang:
-We are aware that the solution of the China problem depends on the struggle of the Chinese people themselves. We do not pin our hope on changes in the international situation. We want to eliminate international contradictions and conflict and the international war crisis of the Orient through a total solution of the China problem.
-We are prepared to contribute what we can to the collective security of the Asian and Pacific region. It is our hope that the democracies of this region will recognize their common danger and their common interest and contribute to united cooperative undertakings.
-The United Nations should be an important organization in maintaining security, peace and righteousness in the world and for moving toward the ideal of a commonwealth of nations. As a charter member, we shall devote ourselves to the maintenance of the dignity of the United Nations and to the upholding of its ideals. However, what we support is a United Nations that represents international justice, not an organization that seeks temporary peace with the aggressor. If the United Nations should follow such a course, it would go the way of the League of Nations and plunge the world into another great war.
3. We know that the National Revolution of San Min Chu I includes material limitations. However, the power of San Min Chu I surpasses all such limitations. Some people are of the opinion that because of limited area and small population, Taiwan cannot cope with the vast area and large population of the Chinese mainland. Those who have reached this conclusion are ignorant of Chinese history and culture and of our national spirit and success in resisting totalitarianism and aggression during the last 50 years. Such subjectivism also may be traced to the deceitful propaganda of the Chinese Communists. Those who make much of the population under Maoist control are merely counting concentration camps. They do not know that the mainland people are Maoist enemies. With us are the minds of the people on the mainland and thinking based on their spiritual relationship with San Min Chu I as well as our nationality, history and traditional culture. This means that in our revolutionary war we have an intangible force of millions of reservists on the Chinese mainland.
From any point of view, the Chinese Communist occupation of the mainland is the primary cause of Asian turmoil and unrest. Liberation of millions of Chinese people from Maoist slavery is the prerequisite of Asian and world security. Only when this is done can the people of the Chinese mainland regain democracy and freedom and cease to serve as Maoist tools of aggression. We must solemnly point out that Mao Tse-tung is not the real leader of the mainland people but their common enemy. Anyone who deals with this common enemy will antagonize the Chinese people as a whole. The people of the world should be aware that if they want the friendship of the mainland people, they must have the courage to stand with the majority and not on the side of the small group of Maoists.
Ill. Adherence to the present orientation of endeavor
Our 75 years of revolutionary history and the Party's bitter experience of the last two decades bear out the truth of the contention that success or failure of the Revolution depends upon our own endeavors - our wisdom, courage, confidence and strength. As long as we stay with the correct orientation of our Revolution and struggle on undauntedly, we are sure to auain our goals regardless of the tenacity and power of the enemy or the changes in the world situation.
The Tsungtsai has often told us:
"We need strength, but what is more, we need confidence'." Looking into the future on the basis of what has gone before, we can be wholly confident of the final triumph of our anti-Communist struggle for National Salvation.
All the world knows that by persisting in the revolutionary cause of national recovery against a powerful adversary 19 years ago, we survived the darkest and most uncertain period in our history. We succeeded in countering the weight of a ton with the weight of a pound and then tipped the balance to become the ton against the pound. This victorious reversal has increased conviction that our ideals are right and that we have the strength to pursue the Revolution. Optimism and vigor permeate our ranks and we have confidence in success unsurpassed since the Revolution began 75 years ago. As long as all Party members and our compatriots can remain faithful to this orientation and continue the struggle with supreme confidence, we are positive of augmenting construction in this bastion of national recovery and increasing the tempo of our offensive behind the enemy's frontline.
1. Augmenting the construction of the bastion of national recovery
Construction of Taiwan is the way to cultivate our strength for mainland recovery. The recovery of the mainland depends upon our building up Taiwan as a model province of San Min Chu I. Our endurance and our endeavors to promote the San Min Chu I reconstruction of Taiwan during the last 20 years have increased our capability for waging political and military warfare against the enemy. We have already won a major victory in political warfare and compelled the enemy to make a step-by-step retreat toward his grave. However, we can never be content with only this accomplishment.
We should earnestly renovate political morale, cultivate young talent, enhance administrative efficiency and incessantly increase our knowledge of science so we can save and reconstruct our country through renovation, scientific method and in the scientific spirit of stressing practicability and concrete results to keep abreast with other countries. We need to complete the land-to-the-tiller program and promote equalization of land ownership so as to improve the utilization of land, increase urban construction, expand community development in rural areas and accelerate industrialization and agricultural modernization. We should be economical and diligent in order to make our people stronger and augment economic development.
The nine-year educational program must be strengthened. At the same time, we need to develop vocational education and expand scientific research. We should terminate the perversion of Peiping's "cultural revolution" with our Cultural Renaissance Movement. The continuous display of our cultural strength will strike down the rabid enemy. We should carry out our social welfare policy and establish a modern code of behavior for the people. Our objectives include responsibility in the discharge of obligations, respect for law and discipline, devotion to public interest, patriotism and dedication to the construction and modernization of the country.
2. Promotion of warfare behind the enemy frontline
All of our efforts of construction in Taiwan are intended to serve the anti-Mao and anti-Communist goals of national recovery and reconstruction. We must heed our Tsungtsai's instruction of "30 per cent in front of the enemy and 70 per cent behind his lines" in all of our undertakings. We must concentrate our massive strength on the battlefield behind the enemy's mainland frontline and smash him.
We must unite all anti-Mao and anti-despotism forces to accelerate development of an anti-Communist network behind the enemy's frontline as well as the organization of an Anti-Mao and National Salvation United Front and the Anti-Mao and National Salvation alliance of forces. We shall fight shoulder to shoulder with all political parties and groups and individuals who participate in our National Revolution. Minority racial groups in frontier areas have been massacred and brutally treated. Consequently, they are determined foes of the Communists. We shall respect their creeds, political aspirations and cultural tradition and march forward with them hand in hand so that engulfing anti-Communist tides can be created to surge out in all directions.
We must be aware that the enemy will lash out in frenzied struggle just before his extinction. We must therefore be prepared to deal a fatal blow to the enemy at any moment. This requires the strengthening of our military power, the development of the economy to support the military and the enhancement of spiritual force to support both the military and the economy.
3. Acceleration of the overseas anti-Communist struggle
Overseas Chinese are prime movers of the Revolution and the propagators of Chinese culture. The seed of Chinese culture is sown wherever the Chinese go and the revolutionary stamina of the Chinese people is demonstrated wherever the Chinese live. Overseas Chinese have carried on a determined struggle and have dealt the Maoists heavy blows during the last 20 years despite the complicated, difficult circumstances they have faced.
Although the poison of international appeasement is continuing to spread, we are confident that our overseas compatriots will unite themselves, strengthen people-to-people diplomacy and spur the world anti-Communist movement to frustrate the enemy's front operations and prevent his atrocities.
To our dear comrades and compatriots we say: Although we have defeated the enemy politically on the mainland and cannot ourselves be defeated in the strategy of national recovery and although the odds are in our favor, we cannot afford to relax our guard for even a moment in the face of the enemy's frantic deathbed struggle and adventurism. We also should be vigilant for treacherous changes in the currents of the international situation.
There are no lucky successes and accidental victories in the history of revolution. Successes and victories are the fruit of confidence, determination, fortitude, wisdom and blood and tears. To win the final victory and score the ultimate success in the anti-Communist and National Salvation struggle will require all of us to display the strongest possible sense of responsibility to our country, to our people and especially to our compatriots on the mainland. We must emulate the revolutionary spirit of our forefathers with sincerity and in a spirit of sacrifice. Comrades of the Party must serve as the spearhead of the people and take up the most dangerous tasks.
The Tsungtsai is the center of our national revolutionary leadership and all of our comrades should close ranks around him. We must carry out his instruction: "Never wince before hardship. Always be faithful to the National Revolution. Never abandon revolutionary responsibility and make contributions without reservations." We should demonstrate our generosity and our sincerity, and unite various political groups of the country, the benevolent and men of our common determination. In so doing we shall pool our strength to win the last, the greatest and the most brilliant triumph of the anti-Communist struggle that is deciding the preservation or extinction of the nation and whether mankind will have a good life or endless tragedy.
